About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Columbia Annex, Maryland.

This position is in the Professional category at the Senior level within the CES Occupational Structure Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret SCI security clearance. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Responsibilities
- Provides instructions, planning factors, cost analysis, and budget policy guidance to project/program managers within the organization
- Develop organizational and substantive program budgets consolidated with the Command, subordinate commands, and service components
- Briefs on the recommendations and negotiates their decision into a consolidated organization budget for submission to agency levels
- Allocates funds to individual division or functional projects based on an analysis of organization budget estimates, historical expenditures, projected workload, and approved funding.
- Provides management with financial information such as financial reports showing the status of receipts, obligations, and expenditures of funds
- Trend analyses of rates of expenditures; comparisons of actual performance to the financial plan and identification of variances
- Serves as a financial consultant to management on issues such as budgeting strategies and techniques
- Use of financial management products; resource distribution; program priorities; financial forecasts and projections and development of annual and long-range financial plans
- Responsible for formulating, coordinating, and representing the organizational budget, or the total organization budget for all funds. Analyzes program and budgetary guidance.
- Integrates local budget policy and procedures, budget formulation assumptions, and formats and schedules to serviced organizations for budget submissions
