Job description

As a Staffing and Recruitment Specialist, you will provide recruitment and staffing services, technical guidance on HR staffing and placement, and conduct research to recommend solutions to HR complex problems. Location of position: GSA, Office of Human Resources, Talent Acquisition Center. Positions may be filled in Washington DC, Kansas City, MO, Lakewood, CO, Tacoma, WA, Raleigh, NC, Atlanta, GA, New York, NY, Boston, MA, San Francisco, CA, Philadelphia, PA and Chicago, IL.

Duties:
We are currently filling five vacancies, but additional vacancies may be filled as needed. Provides advice and guidance concerning recruitment and placement with program officials, including interpreting and explaining laws, regulations, and orders concerning recruitment and hiring authorities. Performs the full range of the hiring process using a variety of hiring authorities and recruitment methods including, but not limited to, Merit Promotion, Delegated Examining, non-competitive hiring and Pathways. Research and advise on federal staffing and recruitment laws, regulations, and policies. Provides advice and guidance to management on workforce strategies to address workload needs, core competency requirements, and staffing alignment to ensure accomplishment of customer programs and mission requirements. Facilitates related functions and shares action items with groups and team members including the establishment of project plans, milestones charts, status reports and other mechanisms used to prepare and present data to customers and stakeholders.

How you will be evaluated:
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of Federal HR recruitment and placement concepts, practices laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services. Knowledge of Delegated Examining (DE) procedures, regulations, and requirements to perform the full range of recruitment and hiring processes for DE job announcements. Ability to identify, evaluate, and recommend to management appropriate HR interventions to resolve HR recruitment and staffing problems or issues. Skill in administering recruitment and placement services for multiple organizations and advising management on staffing strategies. Skill in communications sufficient to deliver briefings, training, and presentations, and to provide advice and recommendations to managers.
